However you may use whois server running at whois.nic.ad.jp. You may want to use /e convention to get English output. I personally give an pointer; yes, IEICE office has internet access even if its speed is 9.6kbps. I don't think people in its office is skillfull to communicate with you in email, I will introduce you a person who helped to established the connectivity there.
